Though the Jumbo Eye Pencils I've tried have been too messy for my tastes, I do love Nyx -- they're the little low-end brand that could. They have every color eye shadow under the rainbow (for when I don't want to pay MAC prices, but I do want to play with lime green), and their blushes and lip liners are very good quality.

Love them - have Milk,, Black and Lime at home and they are so easy. They do move around, not staying put but so cheap and easy. Great for a somewhat messy look and highlights, as you pointed out.
